Thanks to the Procurement Act 2023, public contract awarders now have to demand social value from their winning bidders – but the way portals and frameworks are set up, organisations are told what, not how, to do it. Winning bidders don’t have the experience of delivering social value or working with charities and VCFSEs. And charities, despite being amazing at what they do, aren’t set up to meet the paperwork, rules and responsibilities of delivering social value. Despite good intentions, social value gets crushed under process and paperwork.
